NEW YORK, Oct 31 (Reuters) – Meeting records published by the White House show some 85

industry executives and lobbyists have visited Obama administration policymakers in the past two

weeks as they finalize a proposed rule for 2014 renewable fuel blending obligations.

The rule has been the subject of intense scrutiny following a leak earlier this month of a

draft proposal by the U.S. Environmental Protection Agency (EPA) that would sharply reduce

ethanol blending volumes required under the Renewable Fuel Standard, or RFS. [ID:nL1N0IL00C]

It is unclear whether the leak prompted a surge in meeting requests from pro-RFS groups, as

the White House was already holding meetings on the rule prior to the Oct. 1 partial shutdown of

the federal government. Two of the oil industry’s top lobby groups – the American Petroleum

Institute and the American Fuel and Petrochemical Manufacturers – made their case to the White

House Office of Management and Budget (OMB) in late September, meeting records show.

However, since the end of the shutdown some two weeks ago, the meetings have been dominated

by biofuel backers. Of the 85 known attendees who have visited the OMB since Oct. 21, about 70

percent have represented biofuel interests arguing in favor of the Renewable Fuel Standard

(RFS), a Reuters review shows.

Reuters sought to confirm all the names and affiliations of meeting attendees whenever OMB

records were unclear. Reuters also classified each group of visitor by their general leaning in

the debate over the RFS debate. Participants were classified “Pro-RFS” where meeting records or

interviews with attendees indicated they favored a preservation or increase in the EPA’s biofuel

blending mandates. Participants were classified “Anti-RFS” if they favored a reduction in or a

repeal of the biofuel blending mandates.

The attendee tally represents an “at least” figure since the OMB is still updating its

records for meetings being held this week. Data is current as of Oct. 31 and reflects only

meeting records published by the OMB as of that day for meetings held since Oct. 21.
